The Home Energy Assistance Program (HEAP) 2009-2010 opens November 2nd

The Home Energy Assistance Program (HEAP) helps income-eligible homeowners and renters meet their energy costs. HEAP applies a credit to the household heating account of eligible seniors, reducing the amount they must pay for energy. This year, regular and emergency HEAP opens on November 2nd.
To get a jump on processing the thousands of applications that are received, New York State mails early outreach applications to those who received a benefit last HEAP season. The mailing began in late August and continues into October. Theses applications should be completed and returned as soon as possible. Benefits will begin to be issued after November 2nd.
Those receiving early outreach mailings will notice something new on their applications if they are age 66 or over. It is a simplified application process. If your gross monthly, household income did not change by more than $500 since last year's HEAP application, check "No" in the income section.
Your benefit will be calculated based on the income you reported on last year's HEAP application. If your income increased by more than $500 per month, you will be contacted by HEAP to provide further information. Those age 65 and under receiving an early outreach mailing will complete an application similar to last year's.
If you are not in the early outreach, how do you apply for HEAP?
Broome County Office for Aging processes regular HEAP applications for Broome County residents age 60 and over for those who are disabled and receive Supplemental Security Income (SSI) or Social Security Disability (SSD), who do not receive food stamps or temporary assistance. If you need assistance and are eligible to apply at Office for Aging, call 778-2063 to request an application. All requests will be mailed after November 2nd.
Opportunities for Broome (OFB) processes regular season HEAP applications for those under age 60 beginning November 2nd who do not receive food stamps or temporary assistance. Call OFB at 723-6493.
Department of Social Services HEAP unit processes Emergency HEAP applications beginning November 2nd. They also take applications for heating equipment repair and replacement if you are HEAP eligible and have limited resources. This program is open now. Call 778-2638.
If you receive food stamps or temporary assistance, you may automatically receive HEAP. Contact the DSS Food Stamps or Temporary Assistance Units with questions.
